Are DLC's for Rock Band free for PS3 as they are free for XBOX 360?

Thank you for helping me out with this, I really like the new DLC's they coming out with like Limelight (Rush) and all of those The Who songs. I really don't want to spend money on them and I heard on the 360 that you have to earn "Rock Band Points" to be able to buy them. Once again thanks for all of your help!
