Is it legal for a city employee to give out personal account info?

Is it illegal for a city employee to give out the status of my utility account? There is a city employee that does not like me and she tells everyone in town that I am being on my utilities and how much I am behind. I have been trying to find the answer to this. I personally do not thing its legal. If its illegal could you point me in the direction of what court cases involve this also what is the Utah Code Annotated that goes with this problem. Or is there a federal law that applies… Thanks.
