Leaking pipe in my front garden?

Does anyone know if Scottish Water will fix this or does the responsiblility lie with me because its in my front garden? I am presuming it is a leak as there is a huge puddle of water and a large pothole has emerged in my driveway and I know the water supply pipe runs underneath. Thanks in advance.
